The United Nations Development Programme

 
The United Nations Development Programme in Romania (UNDP) has recently received a decision from the Managing Authority of the Operational Programme Human Resources Development to recommend project proposals for financing under the POSDRU. One of such proposals is : “The return of former prisoners to the labor market and their integration into society”. In this respect, UNDP is looking for qualified individuals  for the following openings:

- Legal Counselor 

A.    Job title:  Legal Counselor
                                               Level: SB3
B.    Reports to: Project Manager

C.    Duty Station: Bucharest, Romania

D.    Section/ Unit: UNDP Energy & Environment section

E.    Project reference:  “The return of former prisoners to the labor market and their integration into society.”
The main objective of the project is the social integration of former prisoners through studies and recommendations in order to create a network of social inclusion centers by developing their skills in alternative ecological handicrafts and removing society prejudices and stereotypes on prisoners and former prisoners.

F.    Duration of Employment: Initially 1 year contract

G.    Organizational setting

The Legal Counselor provides the project management with accurate and timely legal advice on all issues relating to the project responsibilities, including public procurement. The Legal Counselor will work under the direct supervision of the Project Manager and under the authority of UNDP Romania CO.

H.      Job content:   
•    Legal monitoring of the project’s activity;
•    Represents the project’s interests in its relations with third parties, authorities and public institutions;
•    Carries out research and draft legal notes, reports and comparative studies for the project as required;
•    Reviews contracts and agreements and provides the advice needed;
•    Assists the Project Manager in the preparation of legal documents pertaining to the project, including public procurement;
•    Provides support in compliance related matters and risk management;
•    Gives advice on a broad range of legal and regulatory issues;
•    Carries out any other project related tasks as may be assigned by the Project Manager.
•    Liaises with the Project Manager and the project staff involved informing them on any legislative changes that may impact on the project.

Qualifications required:
•    Advanced university degree in Law (Master)
•    Preferably member of a professional certified legal advisory body (The Colleges of Judicial Counselors in Romania) with minimum of 3 years of relevant experience;
•    Good knowledge of the national civil, commercial and labor law;
•    Problem solving attitude;
•    Good negotiations skills;
•    Very well organized capable to meet the deadlines;
•    Full working knowledge of English
•    Good communication skills both written and verbal;
•    Proficiency in using computer applications (MS Word, Excel, PowerPoint, internet and e-mail), experience in handling of web based management systems.

I. Remuneration: Includes net base salary, 16% towards taxation and a lump sum of 8.33% in lieu of direct pension coverage (certificate of no contest for pension purposes is integral to the contract and income tax certificate of acknowledgment).
J. Contribution: Vanbreda medical ($40.49) and Vanbreda death and disability ($7.92) will be paid by UNDP
